UPPSC: Vacancy, seventh year waiting for recruitment, requisition of vacant posts of APS hanging since 2016 A to Z Counsel

This is the seventh year, which is going to be spent waiting for recruitment even though the post is vacant. The requisition for more than three hundred vacant posts of Additional Private Secretary (APS) is lying with the Uttar Pradesh Public Service Commission (UPPSC), but the commission did not issue its advertisement.

Not only APS, the advertisement of new recruitment is not being issued despite thousands of vacancies for the post of LT grade teacher and spokesperson. The commission had received requisition for about two hundred and fifty posts of APS in the year 2016. The number of vacancies has increased to more than 300 now. Of these, about 271 posts are in the Secretariat and the rest are in the Revenue Council and UPPSC.

The Commission has canceled the APS Recruitment Examination-2013 and has decided to conduct the re-examination, but no date has been announced for the re-examination. In such a situation, there has been no recruitment for the posts of APS for nine years. Umesh Chand Pandey, a candidate who has appeared in APCS-2013, has become overage in waiting for new recruitment and after successful in several stages of APS-2013 examination, that too has now been canceled.

For Umesh and many other candidates like him, the avenues of the future are closed. Such candidates are now demanding that whenever the new recruitment of APS is started, the overage candidates should also be given a chance. On the other hand, the commission has also been requisitioning thousands of vacant posts of LT grade teacher since a year. The number of vacancies has now increased to more than five thousand.

At the same time, about 400 vacant posts of GIC spokesperson are also lying in the requisition commission. The new advertisement for recruitment to these posts is not being issued by the commission. Vicky Khan, President of Competitive Students Front and all the candidates gave memorandums to the commission several times. Every time there was an assurance of releasing the advertisement soon. Years are passing, but the wait of the candidates is not over.

Amendment in rules, screw of qualification
The service manual of APS has to be amended. After amendment from the government level, the commission will issue the advertisement of APS recruitment. Candidates are wandering for jobs, but even after years from the government level, the rules could not be amended. At the same time, there is a dispute of equivalent qualification in LT grade teacher recruitment, on which the government has to clarify the situation. The government did not clarify the situation on this too and the recruitment is still stuck.
