In view of the delay in the civic body elections, the government has decided to hand over the management of the civic bodies to the administrators. Principal Secretary Urban Development Amrit Abhijat has issued a mandate in this regard.

It has been said in the mandate that after December 12, the municipal commissioner or the executive officer will handle the arrangements for the management of those bodies whose tenure is coming to an end. Explain that according to the Municipal Corporation Act, after the formation of the bodies, the tenure of the Mayor President is 5 years. The tenure of the bodies is counted from the day of the first meeting of the board after the declaration of the election results.

Thus there are many such bodies. Whose tenure has started ending from December 12 itself. On the other hand, it may take at least more than a month to complete the process of civic elections and formation of municipal bodies. In such a situation, the work of the municipal bodies should not be affected, so the government has instructed all the DMs to appoint administrators of those bodies, in which the tenure of the mayor or president has ended.

On the other hand, on Tuesday itself, the Lucknow bench of the Allahabad High Court has stayed the issuance of election related notification. Reservation has been announced for civic body elections, but on filing a petition in the High Court, the court is hearing the case. The matter will be heard on Wednesday as well. After the decision is taken in the matter, a notification regarding the municipal elections will be issued.

It has been decided from when the tenure of the mayor and councilors will be counted. The tenure will be counted from the first sitting of the House after the swearing-in. In this regard, a mandate has also been issued by Principal Secretary Urban Development Amrit Abhijat. According to the mandate, the tenure of the mayor and councilors will be till January 19. If the municipal elections are completed before this, then it is okay, otherwise from January 20, the administrative period will be implemented and all the rights of the municipal corporation (decisions to be taken in the municipal house and the executive body) will be given to the municipal commissioner.

The result of the last municipal election win-loss came on December 1, 2017. After that the swearing-in took place on 12 December 2017. After the swearing in, the first meeting of the Municipal Corporation House was held on 19th January. Like Lucknow, the oath was taken everywhere in the state on December 12, 2017, but after that the first meeting of the House was held in January 2018 on different dates. In such a situation, it could not be decided from when to calculate the tenure of five years. Regarding which the government has now decided that the tenure will be counted from the first meeting of the House to be held after the swearing-in.

Administrator period will be applicable from January 20
Under the mandate issued by the Principal Secretary Urban Development, if the election is not held before the end of the tenure of the mayor and councilors, then the city commissioner will get all the rights. In such a situation, the Municipal Commissioner will also be able to approve the development works costing more than ten lakhs. At present, the works of more than ten lakhs are kept in the executive and the house for approval. From where further work is done after getting approval.
