High Court: Answer summoned on sexual abuse of child in Rajrooppur Children’s Home, Chief Justice’s bench is hearing A to Z Counsel

The Allahabad High Court has sought response from the state government on a public interest litigation filed regarding disorder, sexual abuse of children and the poor condition of the children’s home in Rajrupur. The petition has been filed on behalf of Anuradha Gupta, which was heard by a division bench of Chief Justice Rajesh Bindal and Justice GG Munir.

Petitioners’ advocates KK Rai and Prabal Pratap said that such a report came in the media about the Rajrooppur Children’s Home in the past, which revealed that a child was being sexually abused there. Along with this, children are kept in inhuman conditions in children’s homes. They are also being deprived of pure food, air and water. Not only this, there have also been complaints of children being assaulted. It has been said in the petition that the Child Welfare Committee, Prayagraj had sent its report on 17 September 2022 to the District Magistrate through the District Probation Officer regarding all these issues.

But no action was taken on the report of the Child Welfare Committee. The district administration constituted an inquiry committee on its behalf and the committee said in its report that everything is fine in the children’s home. It has been said in the petition that the committee constituted by the DM did not understand the need to talk to the mother of the victim of sexual abuse, nor did it pay any attention to the report of the child welfare committee.

Copies of the report of the Child Welfare Committee and the written complaint made by the mother of the victim child have also been filed in the petition. The petition states that the District Magistrate and the District Probation Officer have completely failed to discharge their duties. It has also been said that a member of the Child Welfare Committee had inspected the children’s home on 15 September 2022 as well and found that the children were given only one meal there, that too stale.

Along with this, complaints have also been received about assaulting children. There is no ventilation in the room where the children are kept. Children sleep on dirty beds, which do not even have sheets. The petitioner says that the concerned authorities neither paid attention nor took any action on all these reports. On this, the court has directed the state government to file its reply in this matter.
