In relation to giving reservation to backward castes in municipal elections, many shortcomings have been mentioned in the report of Uttar Pradesh State Local Bodies Dedicated Backward Classes Commission. The commission has made several important recommendations along with changes in the existing law to make the reservation process foolproof. The 350-page report mentions many such seats, where reservation has not been changed for 30 years. These seats have been revealed to be reserved for a single caste or category.

According to sources, the process adopted by the Commission for reservation in civic body elections conducted during the period from 2002 to 2017 has been analysed. In this, the commission found that according to the provision made in the Municipal Act, the rapid survey and cyclic reservation process conducted for the current election has not been followed. The commission has also recommended changes in the existing law to make the reservation process for civic elections foolproof.

The most emphasis in the report of the commission has been laid on the follow up of circular reservation process. It has been said in the report that there is a provision for reservation of seats for Scheduled Tribe women, Scheduled Tribes, Scheduled Caste women, Scheduled Castes, Backward Class Women, Backward Classes and finally Unreserved Women and Unreserved Category respectively under the rotation system. , But it has also been pointed out that this process has not been followed properly during the last 30 years.

It has been said in the report of the commission that during the survey, it has also been seen in many districts that there are many such castes, who have not been able to get the benefit of reservation even after having a large population. In its recommendation, the commission has given suggestions to pay attention to these anomalies and remove them. The statistics of people belonging to backward classes winning unreserved seats in the elections to urban bodies since 1995 has also been analysed.
