Expansion

In 762, the state government has issued a provisional notification for the reservation of the seats of mayor and chairman in 760 municipal bodies. These include 17 Municipal Corporations, 199 Nagar Palika Parishads and 544 Nagar Panchayats chairman seats. However, reservations have been fixed for all 762 municipal bodies. Eight seats of mayor including Lucknow, Kanpur and Ghaziabad have been kept unreserved. In 2017, all these three seats were reserved for women. Suggestions and objections have been sought within 7 days on the notification issued by Principal Secretary, Urban Development Department, Amrit Abhijat.

Giving information about reserved seats for mayors and chairmen, Urban Development Minister AK Sharma said that according to the system given in the Uttar Pradesh Municipal Corporation (Reservation and Allotment of Places and Posts) Rules, 1994, the seats have been reserved on rotation basis. He told that this time elections are to be held on 17 seats of mayor. In the year 2017, elections were held for 16 seats. Election is going to be held for the first time on Shahjahanpur seat. Out of the total 17 municipal corporation seats of mayor, 8 seats have been kept unreserved, while three seats have been reserved for women.

Apart from this, 2 seats have been reserved for backward class and 2 seats for other backward class women. Similarly, 1-1 seats have been reserved for scheduled caste women and scheduled castes. Similarly, out of 200 seats in Municipal Councils, 9 seats have been reserved for Scheduled Caste women and 18 seats for Scheduled Castes, 18 seats for Backward Classes women and 36 seats for Backward Classes. While 40 and 79 seats for women are in the unreserved category.

Similarly, out of 545 seats in Nagar Panchayats, 217 seats have been unreserved and 107 seats have been reserved for women. Apart from this, 98 seats have been reserved for backward class and 49 for backward class women, 48 for scheduled caste and 25 seats for scheduled caste women. While one seat has been reserved for Scheduled Tribe women.

He said that objections have been sought on the provisional notification of reservation within seven days. After this, the final notification will be issued after disposing of the objections. After the final notification of reservation of seats and wards is issued, its information will be given to the State Election Commission. He told that the government will complete this work by December 12. After this the program will be handed over to the State Election Commission. Immediately after this the notification of the election will be issued.

Reservation of these two bodies postponed

The Urban Development Minister said that at present there are a total of 762 civic bodies in the state. Of these, there are 17 Municipal Corporations, 200 Municipal Councils and 545 Nagar Panchayats. The matter regarding expansion of Maharajganj Municipal Council Siswa Bazar and formation of Nagar Panchayat Bhanpur of Basti is under consideration in the court. That’s why reservation of the chairman and wards of both these bodies has been done, but its notification has not been issued. He informed that at present, notification has been issued for reservation of seats for mayor, chairman and wards for holding elections in 760 municipal bodies.

Population of civic bodies increased by 70 lakhs

As compared to the civic elections held in 2017, this time around 70 lakh more population has been included in the municipal limits. In 2017, the population of civic areas was 4.16 crore, which has increased to 4.85 crore this time. The reason for this is the expansion of the boundaries of total 130 municipal bodies including 10 municipal corporations and formation of 111 new town panchayats.
